You bring a light bulb near an electric device and the bult lights up?

What is happening?

Will the light be consistently bright or will it brighten and dim periodically? why?

The device emits electromagnetic waves, which are nothing but periodically varying electric and magnetic fields. The two metal contact points of the light bulb thus experience an effective alternating voltage that varies with the frequency of the wave. That frequency could be anything from the normal 60Hz to much higher, depending on the device. In any case, this voltage will generate a small current through the filament of the bulb, just as when it is connected to a line. This current would be very small however, because the electrons would have to come from the bulb itself (in other words, it must have some built-in capacitance). It will stay lit, and not brighten and dim, if you keep holding it in the same place.
