Razor Electric Scooter E200s

i live in san diego, Ca, carmel valley. I am 12 years old. i want to buy about a 10 mph little electric scooter from target:

but, is there a certain age limit to ride it? (i would ride it in the bike lane) and if the age limit is higher than 12, is there any way to get a permit so you can be able to ride it? if you answer this with real concern, thought, and you look at my pic, then i will definetly reward you best answer. thanks!!
