Ironically batteries are almost worse for the environment. If you think about it they don't exactly break down easily and aren't environmental friendly, batteries tend to only last for maybe two years if you are lucky, probably not even close to that. Also you are getting your power from most likely a very dirty power plant. There is no winning. I would imagine though a gas scooter would do the least amount of harm to the environment since the small amount of gas consumption.
